Formerly Westmoreland Human Opportunities
On May 1, 2008, Westmoreland Human Opportunities became
Westmoreland Community Action. “The decision to change the
agency name was recently made the Board of Directors to better
align with National and State Community Action Programs,” said
Tay Waltenbaugh, Chief Executive Officer.
Westmoreland Community Action’s new mission statement,
“strengthening communities and families to eliminate poverty”,
continues the agency’s dedication to assisting those in need,
but also focuses on the need for communities to do more to help
the less fortunate in the county.
Community Action has been in Westmoreland County since 1980.
Westmoreland Community Action still administers social service
programs to alleviate and eliminate the conditions of poverty
and assist the County’s disadvantaged populations. With 28
years of experience, Westmoreland Community Action has learned
to meet the changing needs of children, adults and families by
setting outcome-based goals and using solid case management in
conjunction with supportive service programs.
The agency provides integrated services which compliment the
workforce development and welfare systems, address child and
family development needs, address mental health needs, create
job opportunities, create homeownership opportunities and
encourages citizenship and volunteerism. Together, these
services benefit more than 6,000 individuals each year.

Westmoreland Community Action strengthens communities and
families to eliminate poverty.
Company Profile
WCA’s Board of Directors represents the interests of
Community Action in Westmoreland County. The volunteer board is
comprised of representatives from the public, private, and
low-income sectors of our county. Under their guidance, WCA
provides the many programs to help individuals and communities
achieve self-sufficiency.
