Homebuyer Resource Center
Westmoreland Community Action's Homebuyer Resource Center
offers the training, support and resources to help families
achieve the "American Dream" of owning your own home.
Graduates of this program are eligible to purchase one of the
homes constructed through the
Neighborhood Revitalization program.
The Homebuyer Resource Center, a HUD approved housing
counseling program, provides free housing counseling services to
all Westmoreland County residents with housing needs or problems
potentially resolvable through homebuyer education and/or
pre-purchase counseling.
The Homebuyer Resource Center provides:
- Credit enhancement workshops
- Pre-closing classes
- Homebuyer education and pre-purchase counseling to
homebuyers participating in the following WHO
collaborations:
- Westmoreland County Housing Authority (WCHA)
Homeownership Program,
- New Kensington Homeownership Program
- Monessen Redevelopment Authority Homeownership
Project and the USDA Rural Development 502 loan program.
The Homebuyer Resource Center offers three housing counseling
services via classroom instruction:
- Homebuyer Class provides homeowners
with the knowledge, skills and guidance necessary to achieve
and sustain homeownership. Graduates of this program are
then eligible to purchase a new home developed by the
Neighborhood Revitalization Program, if they meet certain
criteria: must be 18 years or older and be a first-time
homebuyer who meets designated income guidelines.
- Credit Enhancement Workshop offers
credit report analysis and the development of an action plan
for credit restoration based on the wise use of credit,
budgeting and underwriting guidelines. The Credit
Enhancement Workshop consists of two three-hour sessions.
- Pre-closing Classes focus on
foreclosure prevention and home maintenance.
Evening Workshops provide information on:
- Budgeting
- Credit enhancement
- Getting a mortgage loan
- Home maintenance
- Follow-up counseling services
Eligibility for Home Buyer Resource Center
- Must be first time homebuyers
- Must meet income guidelines of 80% of Westmoreland
County's Average Median Income
- Must pass a credit check
Calculating Your Income
When calculating your income, you must include:
- Employment income
- Disability income
- Social Security income
- Pension income
- Child Support and spousal support
- Interest from interest bearing accounts
- 401 and 403 programs

Program Funding
The Housing Programs are funded through the Department of Housing & Urban
Development, the PA Department of Community & Economic Development, the
Redevelopment Authority of the County of Westmoreland, and various corporate and
private donations.

Vandergrift, Export, Greensburg, Harrison City, Herminie, Irwin,
Jeannette, Kecksburg, Latrobe, Ligonier,
Lower Burrell, Mammoth, Manor, Monessen, Mount Pleasant,
Murrysville, New Alexandria, New Florence, New Kensington, New
Stanton, North Belle Vernon, Norvelt, Scottdale,
Smithton, South Greensburg, Southwest Greensburg, Stahlstown,
Trafford, Vandergrift,
West Newton, Youngstown, and Youngwood.
