Transitional HousingNext Steps Supportive Housing Program helps homeless families acquire the skills they need to live independently and secure safe, permanent housing. Homebuyer Resource CenterWestmoreland Community Action's Homebuyer Resource Center offers the training, support and resources to help families achieve the "American Dream" of owning your own home. Graduates of this evening class is eligible to purchase a home built through the WCA Neighborhood Revitalization program. Learn more about our Homebuyer Resource Center. Neighborhood RevitalizationWHO, Incs Neighborhood Revitalization Program works to acquire homes in distressed communities for the purpose of demolishing and re-constructing homes throughout the county. The newly constructed homes provide affordable housing opportunities for graduates of the Homebuyer Resource Center. Westmoreland Community Action has renovated or re-constructed homes in the following neighborhoods since the inception of the program Greensburg, Jeannette, Mt Pleasant, Claridge, Export, and New Kensington. Neighborhood Stabilization ProgramThe Neighborhood Stabilization Program (NSP) was established for the purpose of stabilizing communities that have suffered from foreclosures and abandonment. Through the purchase and redevelopment of foreclosed and abandoned homes and residential properties, the goal of the program is being realized. NSP is a component of the Community Development Block Grant (CDBG). The CDBG regulatory structure is the platform used to implement NSP and the HOME program provides a safe harbor for NSP affordability requirements. NSP grantees develop their own programs and funding priorities. However, NSP grantees must use at least 25 percent of the funds appropriated for the purchase and redevelopment of abandoned or foreclosed homes or residential properties that will be used to house individuals or families whose incomes do not exceed 50 percent of the area median income. In addition, all activities funded by NSP must benefit low- and moderate-income persons whose income does not exceed 120 percent of area median income. Activities may not qualify under NSP using the "prevent or eliminate slums and blight" or "address urgent community development Westmoreland Community Action has partnered with Westmoreland County to acquire and rehabilitate or re-construct 6 houses in the Jeannette, Greensburg and Scottdale communities. Program FundingThe Housing Programs are funded through the Department of Housing & Urban Development, the PA Department of Community & Economic Development, the Westmoreland County Department of Planning, and various corporate and private donations. We Provide Services to Residents of Westmoreland CountyAt Westmoreland Community Action, we provide services to residents in towns and townships throughout Westmoreland County, PA including: Adamsburg, Alverton, Arnold, Bolivar, Claridge, Crabtree, Delmont, Derry, Donegal, East Vandergrift, Export, Greensburg, Harrison City, Herminie, Irwin, Jeannette, Kecksburg, Latrobe, Ligonier, Lower Burrell, Mammoth, Manor, Monessen, Mount Pleasant, Murrysville, New Alexandria, New Florence, New Kensington, New Stanton, North Belle Vernon, Norvelt, Scottdale, Smithton, South Greensburg, Southwest Greensburg, Stahlstown, Trafford, Vandergrift, West Newton, Youngstown, and Youngwood.
